Rule 140
Supplementary estimates
(1) According to Article 121 of the Constitution, the Minister of Finance may present supplementary estimates in the meeting. (2) When presenting the supplementary estimate according to sub-rule (1), the Minister of Finance shall clarify the purpose and reason thereof.
(3) The supplementary estimate as per sub-rule (1) shall not be discussed on the day it is presented.
(4) In order to hold a general discussion on the supplementary estimate, the Speaker shall fix the day and time period in consultation with the Prime Minister or in his absence any other minister appointed by him.
(5) The supplementary estimate will be discussed within the specified day and time period according to sub-rule (4).
(6) The discussion as per sub-rule (5) shall be started with the statement of the Minister of Finance and the questions raised in the discussion shall be answered by the Minister of Finance at the end.
